Secretary of State Rex W. Tillerson ruled out on Friday opening any negotiation with North Korea to freeze its nuclear and missile programs and said for the first time that the Trump administration might be forced to take pre-emptive action “if they elevate the threat of their weapons program” to an unacceptable level.
This position is unacceptable.
The administration must change course and negotiate with North Korea.
Nuclear weapons can never be used and must be eliminated from the world’s arsenals. The negotiations that begin this month at the United Nations for a new treaty to ban nuclear weapons are a key next step toward this goal and deserve our full support.
